A combination of a lot of things - could be about thighful and well executed camera moves and composition, everything is in focus - dialog can be understood, mix is well done and balanced, etc. etc. etc.

The challenge is to create high production value on low budgets -

"production value" usually means something along the order of a viewer watching it and saying "wow, looks like somebody spent some money on this production!" Great costumes, excellent lighting, special effects, top-notch actors, well-executed jib and dolly moves, great music, etc.

Or basically how much money was used. High production value would be like millions of dollars used for hollywood type movie while a low production value movie would be something along the lines of an indie flick or amatuer stuff.

Production value is comparable to getting a helicopter for free to do aerial shots on a no budget movie.

All are very good answers. If you want to see an example of what production value means, watch "El Mariachi" and then watch "Desperado". All the differeces, better actors, costumes, script, sets, cinematography, sound design, music, everything, is production value.

Easiest definition of Production Value.....Everything that counts in the movie that makes the movie as awesome as you see and hear it. From cameras...lights...actors...sound..editing...speci al effects. The whole 9 nine yards add up to the Production Value.
