I have been told several times that if you are shooting in 720p on the gh1, then you can shoot below 1/30th shutter. I can't seem to find a way to get below 1/30th. Any suggestions?

Set your focus to Manual Focus.

Just a heads up, if you shoot below 1/60th shutter in 720p you'll end up with duplicate frames, like this: 11223344556677 etc... So you'll technically only have 30 frames a second, not 60.

I realize how shutter affects video. I was wondering this so I could test out 2fps mjpeg timelapses.
