I want to make a title in vegas 5 but the action has to go over the title so as the ( for ex; person is walking along and the title goes behind that person )
How do I do that?

Can't really be explained well in a forum like this. You'll have to make multiple layers of the clip, use bezier masks animated over time to cut out the person you want the titles to go behind, put the titles between the layers.

Or, you can mask out parts of the title using the same keyframe bezier mask process.

It'll be a good bit of work either way.

It also depends on the shot. In the example you linked to, they were very likely able create an alpha mask of the guy on the bike because he was in front of the sky (which would be fairly easy to chroma key). They then could have used the alpha mask to "place" the text behind the rider.

In pretty much any other situation (i.e. where there is no easily key-able element behind the subject), you'd have to pretty much follow the procedure Jubal described. In any case, the concept is still the same whether you rotoscope, chroma key, or otherwise. You basically create an alpha channel of what you want the title to pass behind, and then use it on the title itself to mask out the areas that are supposed to be covered up by the subject.
