What's the best way to fake rain for wideshots and closeups?

For closeups, a couple of garden hoses with spray heads will usually do fine.

Wide shots are much harder, if you don't have contacts in the fire department :)

Foreground rain is fairly easy to fake in post-production (although talk to your digital special effects people), you may be able to get away with foreground rain and a pre-hosed down background, but that depends a lot on your shots. If you need detailed heavy rain hitting everything in frame, you'll need to do it practically, I'm afraid. Or wait until winter...

If you watch the extras on the F is for Fake Criterion DVD they show footage from Welle's last unfinished film that he shot in his drive way....an amazing car int rain sequence.

The basic garden hoses spraying the car, and PA's moving lights in the background to simulate head and tail lights. Looks great.
