Is a 2.66GHz CPU too slow for Premiere Pro 1.5, with respect to rendering and exporting (to DV tape) ?

Basically when exporting to tape, the picture is looking choppy in parts (smtimes even the sound dips in and out) - like frames are getting dropped.

I moved all my files/project over to a much bigger (external) drive and that helped somewhat. But not completely. This drive is also going through USB2.0 (because my camera was on the only Firewire port on my laptop). This might be a problem too, do you think ?

What does the CPU speed need to be to guarantee PPro 1.5 won't drop frames when rendering/exporting ?

Are there PPro 1.5 settings I should know about to avoid this ?

I was also using effects - color adjustment stuff. I believe that makes a difference ... although I don't know what I am supposed to do about it.
