If the AC160 can be overcranked at 60fps @ 1920x1080 24/30p, why can't it just record normal 60p at 1920x1080?

My guess is because 1080/60p in not in the AVCHD spec.

Correct. The recording format doesn't support it.
You can simulate it anyway; if you record 1080/30p using 60p overcranking, and then edit on a 60p timeline and double your playback speed, you'll have 1080/60p footage. But you'd have to record sound separately because the AC160, like the AF100, won't record sound during overcranking.
