I don't think there is any place that has 'free' screenplays. There are places where you can find screenplays, but you still have to negotiate with the writer.

You can search for scripts here (there are over 2,000): http://www.moviepoet.com/search.aspx
But if you find one you like, you definitely need to get permission from the author before shooting.
