question - if an organisation publishes a video report and does not include any indication as to copyright in the video or any material supplied - can i use clips from their video without risking (or losing) a law suit?

copyright is owned by the individual who captures the material or in a work-for-hire situation, the organisation who employed them, if stated in contract.
just becuase there isn't a "copyright 2005, fictional corporate entity" title overlay on the tape doesn't mean it is up for grabs by anyone that finds it. just isn't so. don't do it.

Copyright is born when the work is created, whether it's registered or notified as such. The main thing a copyright notice does is let someone know who holds the copyright, but lack of notification in no way diminishes the copyright holder's rights.
