I know there's a MAX run time of 6 minutes, but is there a minimum time? Granted 15 seconds is obviously too short, but how short have some of the entries been before?

Well, we had an AdFest where the limit was one minute, so ... they've been that short before.
I say the films should be as short as they can, and still tell the story. No wasted time, brevity is appreciated. Our society is shifting to an ever shorter-attention-span society all the time, so -- if you can tell your story in four minutes, by all means only take four minutes. If you can tell it in thirty seconds, only use thirty seconds.
I once saw an entry in a five-second film festival, it was awesome.
So I say keep it as short as you possibly can, without compromising the ability of the audience to understand the story.
