lets say i shoot at someone, miss and hit an object. how can i add that bullet impact to the shot preferably in post (i dont have legal rights to squibs and etc)

particles would be the best bet for the debris. As for knocking chunks out of say, a cement wall you'd need to use 3d and some roto/paint work. It shouldn't be a very hard task if you have some skill in a compositing app. Was also thinking that camera mapping could work well for this also. Let me know how it goes. good luck

I'm sure you could get a decent bullet hit particle effect out of AE. I've never tried as I use 3ds max for my particles, but I've seen some impressive stuff come from AE. Let me know how you get on.

What me and my friends do sometimes is get a welding torch and create the sparks behind a black background so we can later key it out using luminace or screen. It works pretty nifty if you know what you're doing. Make sure the angle of the shot is the same when your using your welder. Please be careful if you try to perform this method. Wear your safety goggles.

Tinderbox 3 has an effect, with many presets, called Sparks. One of the presets is called Ricochet. Looks great.
*Edit* You'll need After Effects 5.5 for it, at least, I believe.

A lot of impact effects can be accomplished with paintballs.
The SPFX industry uses empty shells that they fill with sparking mixes for sparking hits, brick or plaster dust for wall hits, dirt for ground hits and of course blood for body hits. Each of these approaches can be handled safely, although there are a number of required precautions when doing body hits.
Supposedly, empty shells are available from AGD www.airgun.com
