As with any generic question, the answer is: it depends. 8)
Specifically, it depends on the desired size and quality of the clip. It's all a balance between size+quality, so there aren't any concrete figures we can provide to answer that question.
As for compression tools, I guess it depends on what you have at your disposal. Final Cut Pro ships with Compressor, QuickTime Pro has decent encoding capabilities, and there are dedicated tools like Sorenson Squeeze that do a great job as well.
