01. What is the best way to convert PAL footage to NTSC?(with out any loss ;D)
02. Will it effect the quality of the video heavily? Or is it better to shoot with NTSC camera? (In my part of the world it is very difficult to get one NTSC DVX100)

But 1st of all what is the format you gonna release your final product?
if it is NTSC then shoot with NTSC
if its PAL shoot PAL.
If you want to make a master for both PAL and NTSC then shoot with hte NTSC DVX100 in 24pa mode or just 25p with the PAL model. You can make good 24p to 25p (vice versa)conversions with good quality, but its the 30p to 25p (vice versa) that is harder (with good quality).
But tell us what your want your product be released in and its gonna be much easier to give you an advice.
I already gone through that thread. my problem is like this. I am going to shoot for an indie movie. Half the movie happens in US and the other half in India. They already shot the US bit with DVX100(NTSC/30p). Problem for me is that it is almost impossible to get a NTSE DVX100 here in india for hire(We will have buy it abroad and import it to India). If I shoot with PAL DVX they will have problem since the Post production is happening in US. They want the master to be in 30p. I guess now my problem is more clear.

Their is one way to go then.
Shoot in 25P convert to 23,97 then convert it to 29,97. That way its almost identical to shooting 24p with the DVX. Just remember that the sound is going in a different speed. So think of that in case somebody making a phonecall in the NTSC version to someone in the PAL version.
ask for a clip from the NTSC version and try to match it with a PAL clip. To se how good its going to be.

It's too bad that the NTSC footage was shot in 30P rather than 24P. It'll not look as close to the 25-23.98-29.97 as if you had shot in 23.98, and then converted to 29.97. You will notice a motion rendition difference, because the PAL originated footage will have a 3:2 pulldown on it, whereas the NTSC footage won't.
Today I am trying to do a test for PAL 2 NTSC conversion using CVR 45 standard converter form Snell & Wilcox. One friend suggested it but I really dont know how it is going to work out. I will post the updat here once I am through with it.
ABOUT THE SUGGESTION (...25P convert to 23,97 then convert it to 29,97.....) Which software U suggest? I work on Premier. Is it possible to suggest a safe procedure for this in premier?

well tmpgenc works fine for the 23,97 to 29,97 conversion.
its 25 to 23,97 that can be a problem. Its important that the program slow down the movie rather then interpolate or throw away one frame.

try to find VirtualDub. It's a freeware that does exactly what you want - it'll convert the 25 to 23.98 easily as far as I know.
Do a google for it and it should be what you want. And the price can't be beat 8)

Well TMPGenc can do the slowdown from 25p to 23,97 to. Just mark "do not framerate conversion" in advanced. Then output it to AVI. Just make sure it isnt "no compression" (discovered today that i made a 125 gb big movie) 8)
But i think this shows why 24p is a better format to make your master in.
