I love to own 11-16 tokina but I can't afford it.
Please recommend wide angle lenses with low aperture... 2.8 is preferred

Zoom or fixed doesn't matter

Tokina is your best bet.

Samyang has a 14mm 2.8 but that's still pretty close in price to the Tokina.

Maybe you can find a used sigma, but then it's not a fixed aperture and 3.5 is as fast as it gets.

The Tokina is a great lens and if you shoot a ton of ultra wide shots then it's a good investment. It'll even work on FF from about 14mm onwards.

The Tokina looks good but beware there is a lot of distortion. I use a X.7 Century wide adapter on the 18-55mm kit that gets me to 12mm view and it has much less distortion on objects in the frame. I would try to test these lenses at a camera dealer before buying.
As far as the budget goes you won't do better that the Tokina 11-16mm 2.8 in that range and get quality both build and sharpness.

I posted this frame grabs before, but I think they are important to see. I've decided against investing in the 11-16mm after this test. Instead for me the best choice will be the 17-40 f4L with my Century X.7 at about the same price but 1 stop slower. Of course the Century adapter costs as much as the lens, but I already have one. There is no perfect lens, just the best one to get the job done.

The Tamron 17-50mm lens is pretty nice. It has a constant aperture of 2.8, and I've been enjoying mine quite a bit.
