tripod balancing issues

I have HDV501 head on top of crappy Manfrotto 745XB legs. Both legs and the head has a buble, but when i balance one, the other is out of whack... Anyone knows how to deal with this issue?

Just establish which one is correct with an external spirit level. Put a bit of tape over the other.
