I was wondering if the ISO effected the quality of the HD footage. Would it be best to shoot on 100 and light your scenes with set lights?

Yes, ISO has a very definite effect on the footage, and lower = cleaner and sharper. The higher the ISO, the noisier and grainier the footage becomes, and at too-high ISo you start to lose sharpness and color saturation.

ISO 100 is actually not the least noisy ISO value. That would be ISO 160. Way back when the 7D just started shipping, a user actually did a test with the cap on to see the noise at each ISO value. Results here: http://www.dvxuser.com/V6/showthread.php?p=1764463

Most users seem to think that either 800 or 1600 is the highest acceptable value in terms of noise. Here's one guy's test, which uses an actual subject: http://www.barrycheong.com/blog/?p=231
