What you have is weak/non-existent signal strength coupled with some sort of interference. There are several places where this could be happening. A few questions:

What is your signal chain from the board to the camera?

Are the meters on the camera even moving?

Most importantly: are you wearing headphones as you record?

The reason you get such poor results with Soundbooth is that there's so little signal there for the program to work with. It's going to take out what it perceives as noise, but because the signal level is so low, you've likely only used the first 8 bits (or less) of the 16-bit audio.

XLR cable from board (using left out from board) to camera (into line 2 input) switched to line input. Meters were registering between -6 and -12 on camera as well as Onlocation which is where footage was captured. Camera operator (new trainee) had headphones on, not myself and said he noticed the "rumble" background noise but didn't think much of it. (DUH!!!)
