Using AE

I don't have AE yet but would I need this if I wanted to take a still picture that I have saved on my HD and composite live video to it and blend it in such a way to make it look like the still picture is really apart of the live video? Basically the picture is a mountain with water near it and I wanted to remove the water in the picture and replace it with live water that I would have to go and shoot in lake or pond or something. I am not sure if I can do this in FCP.

Yes, this is the act of compositing you're referring to, and AE is the program to do it with. (well, not the only compositor, but the one this forum is based around). You would use masks to do the effect you mentioned above...
