Alright im only shooting in 720 60p and my last questions are what are the best Gamma and Matrix settings for 60p ( keep in mind im shooting strictly skateboarding ) im looking for warm colors and very crisp footage, I have tried many many experiments and I have got very nice colors and decently crisp footage but I know there has to be a way to get even crisper footage through the settings, and my other question is what should the Syncro Scan be set at for 720 60p?

For very crisp, use "b.press" gamma, not cine-D. If you want warm colors, consider setting your color temp to -1 or even -2, and use manual white balance. For lots of color, use the cine-like color matrix and turn up the chroma level as far as you feel comfortable.

Using the detail settings you can make the footage look way sharper; detail +7 and v-detail +7 will make it look super-crunchy, especially in 60p. I personally think it's way too much, but I'm pointing out the extreme to you; if you like it, hey, go with it. If you think it's too much, just back it off (I think +2/+4 is about as high as anyone can push it without it looking too fake).

An HVX shooting 720/60p skateboarding should look super-crisp, so show us some footage when you're done.

Thanks for that help Barry much appreciated, i'll shoot some test footage in the next few days when its not crappy out ( I live in Chicago, enough said ) but what about the Synchro scan question? I dont understand what it does and whats the proper Synchro scan setting for 60p. Oh and is scene file 3 the proper scene file for color and resolution? I read that in the HVX manual?

Syncro scan doesn't matter unless you're using the syncro scan shutter, which I can't think of why you would.

Any scene file will work, as long as you put in some of the tweaks I mentioned. Starting with SPARK might lead you to sharper/more colorful footage, yes.

I don't know what shutter speed you'd want; 1/60 is typical (or "shutter off") but if you want that crunchy stuttery effect, you might like 1/120 or even 1/250.

There's no "right answer", it's really all about what you like, so I strongly recommend testing it first and seeing what you prefer.
