I'm about to order a zoom lens and it's coming down to these 2 lenses for the 7D

1) Tamron-17-50mm-f-2.8

vs.

2) Canon 17-85mm f/4-5.6 IS EF-S

The project I'm currently on.

1) Requires a lot of on-the-fly monopod/psuedo handheld type shots (I almost never do a true handheld, but opt to use some sort of stabling device). Since the Tamron does NOT have IS, would this be an issue when shot using things like Monopods or Gorilla pods (not true handheld)?

Does a Monopod or Gorilla Pod make up for lack of IS?

2) Lot of sunrise/sunset/lower light shots. Will the extra 1/2+ stop of the Tamaron make a Big difference over the f4 of the Canon?

3) Which lens do you guys think you could get a shallower focus out of? The Tamaron is an f2.8, but the Canon can go up to 85mm focal length (which does also seem useful).
