How to convert 16:9 to 4:3 output?

I shot many short product videos in 16:9 but the final result must end up on the clients website as 4:3, no letterboxing, for some reason it has to be exactly 450x338. Can someone please tell me how I can cut off the sides? I also need to add titles on front and back of each of these 35 twenty second videos so I don't want any distortion.

Is there a matte or crop function that would work? And then what export settings should I use?

You could crop out the black bars in Compressor and then re-import it into FCP. There's been a few threads on how to do this.. at least one with step by step instructions..
