Green Day - East Jesus Nowhere: How?

There is an effect they did that I have seen before and want to learn how to do. They take a freezeframe and Ken Burns it, but the subject in the forground is seperated from the background and they move a little off of each other, as if there was dolly movement and not a zoom.

Can this be done in FCP? Or is a Motion thing? I don't know, so I put it in the FCP forum.

Been dubbed THE KID STAYS IN THE PICTURE effect, as that whole movie was stills in 3D.
