When the 7d pans up there is heavy moire on the building to the left of the frame. When the camera pans down to people crossing the street there is breakup on the leading edges of faces, but no apparent breakup on the edges of the stationary objects.
At first i thought the breakup was a focus issue but then I saw that as the pan returned to street level the edges of the faces in the crosswalk were normal, but then as the background traffic created increased background movement the faces started to breakup where they overlapped with moving objects, at the leading edges
