I was trying to take a 720/60p clip and use the DVCPRO-HD frame rate converter in FCP to turn it into a slow 30p file. But when I highlighted the clip and went to frame rate converter, it said it couldn't do it and "Only DVCPRO HD 720p 59.94 and 50 fps media files are supported."

I'm confused, because I went frame by frame and watched the timecode, and there are 60 frames per second.

Try conforming the clip to 23.98 using Cinema Tools then bring in back into FCP and drop it on to a 23.98 timeline. Word of advice, in Finder, duplicate the clip first then use the 'copy' for the conform or vice versa. That way you have your original in tact should you need to revert back to the original for whatever reason.

Where can I download the FCP frame rate converter plugin? I can't seem to find it on Panasonic's site.

The DVCPRO HD frame rate converter is now installed as a part of final cut pro 6. If you have an earlier version of FCP I am not sure where you will get it. The link on Panasonics website that says "download frame rate converter for final cut pro" no longer takes you to the item. I have read other forums where it is indicated that the FRC plugin is an optional install item on the FCP CD for version 5.1. Hope this helps.
