With all the video technology being placed in the 7D, why doesn't it have one?

Why? Who are you asking? We can only speculate... The obvious reason is because it's not made as a primarily video capturing device. To weather seal a body with a swivel LCD would be much more costly to produce.
When they put the APS-C sensor in a camcorder form factor, you'll have the swivel LCD.

The question may be somewhat rhetorical, but I'm curious why this feature would be left off a camera that evolved from wants/demands of the 5D MkII. It would seem to me that feature would bridge the gap of the odd ergonomics of using the camera for video purposes.
Maybe I missed it, but is the 7D a weather-sealed body?

When asked about this Canon answer has always been that a high res 920k articulated LCD is not possible. You can get an articulated screen but at the cost of a lower resolution, like the GH1 one's. Taking into account that the 7D is primary a photo camera that also shoots video and not a videocamera that also takes photos the fixed hi res screen has some sense.
The point here is that this is no longer the case since Sony has proven recently with the new Alpha 5XX series that a hi res articulated LCD screen is yet possible...

Plus: the weather sealing has nothing to do with the convenience or inconvenience of an articulated LCD. The Olympus E3 is one of the best sealed DSLRs in the market and has a great articulated screen.

I want the HPX300 LCD screen on the 5DMKII body with the processors and frame rates of the 7D. All in one. Is that too much to ask?

For what its worth, the viewable angle on the 5D MkII screen is pretty darn good. Meaning, I can tilt the thing past 45 degrees from my eyeline, and still get a bright, usable display. Manual focusing on the other hand... well it doesn't matter what the angle is, its challenging.
