Footage have been shot in 23,97fps and the output format has to be 29,97 HdCamHd422 60i 50MBps.
I do a new sequence with the good settings and I copy paste all my time in the new sequence but I get black frames between almost all my cuts. What is the best way to do it?

Export a self-contained 23.98 quicktime movie, import that into FCP and drop it into a 29.97DF timeline. Do remember, that if you have to have an exact running time for broadcast, that the timeline in your 23.98 sequence is NOT realtime. You will notice your timeline length will read as different in the 29.97DF sequence from your 23.98 sequence.

So if I have to do the online, the whole edit have wrong timing?

Yes, the 23.98 sequence is a non-drop sequence, which timecode does not run realtime. This is the reason drop frame time code exists-- drop frame is realtime. You need to calculate the timing difference between drop/non-drop on your duration and make your 23.98 sequence the adjusted length.
