Do you hire a location scout?
Is a location scout normally aware of permits / access restrictions ?
I am tempted to do it myself of course, but I can see myself spending days, even weeks driving around town looking for the right location.

A location scout, especially one who works with film commissions, should know about that kind of stuff. I've only ever done it myself, but I know a scout and am familiar with the work. Of course, a DP should know about lenses, but you might be surprised on set. So it really depends on if you find a good one to hire or not. If film commissions link to them there's a good chance they can help a lot, though I still prefer doing it myself if it isn't a huge trip.

I look myself and our director chats with the film comissioner personally. They often know good locations.

I would caution you to save funds for important things other than scouts. You probably know that there are a million things that can come up to suck up the funds set aside for production costs.

Maintaining a buffer in your production budget is a GREAT thing.
