Put a real picture of an x-ray on one layer. Add another layer above it with the picture of the heart (I think that's a heart anyhow) and colour correct it to blow out and add some glow and colouration. Lower opacity of the heart layer to taste. Now try different transfer modes on the heart layer to get the right look you want.

It looks like there is also some kind of moving texture over the whole piece as well (could just be the youtube compression?). You could animate a cloud in AE and play with the transfer modes to do that. Also you would have to make the images 3d and move a 3d camera to mimic the pan.
