Video static effect

Hi,
I am trying to re-create an effect similar to this scene from cloverfield where the video footage is broken with static and it jitters around.

Any help would be appreciated.

In that clip, it starts with a light bloom that goes to contrast change to amke the footage darker as well as several different types of snow masked into bars and are just placed randomly around screen, Also they fade in and then fade out.

Video copilot has a twich plug in that makes jitters like that, or you could do some distortions or a whole bunch of stuff to make it bounce.
