Picture Quality

I am new to FCP, and editing for that matter. With that said, when you reposition a clip/frame/etc using wireframe to compensate for the TV safe area, do you lose any picture quality?

If you scale it past 100%-sure. But it usually looks acceptable up until 115 or 120.
