Hey does anyone have a general workflow or Idea how this was done. My buddy just tried to do a version and said it came out really bad, so I was wondering if anybody had some insight.

simplest cheat: overlay another mouth with a soft edge mask and then track to match the video.
slightly harder way: take photos or screen grabs of the mouth in various shapes and then create a phoneme set to keyframe between. Track the mouth and overlay that phonem set keyframed to match your dialog. If you keep the head more or less straight on you can get away with 2d tracking instead of 3d tracking. I notice in the ad the baby turns quite a bit to the left and right, this would require 3d tracking to properly match that.
Mocha 3d tracker might work if you have CS4.
