how do you gel a window? materials...technique...etc

Cheap? Get adhesiv car tint foil and stick it to the windows.

Buy a roll of CTO+ND gel. Cut to size and apply by spraying the window with water, put the gel up and use a squeegee to work out all of the air bubbles. It should cling fairly nicely.

thanks....its a fairly large window my actor is standing in front of
should a just get the large roll and cut to size? or can piece together several small sections...

It's generally better to get a large roll, so that you don't have visible seams.
