GUI Scene File Editor for OSX?

I've looked around.. There appears to be talk of one existing.. For windows, maybe pocket pc.. but not for OSX

I may try to tackle the project. but I dont want to waste my time if it already exists..

Or if there's an open source project on another platform.. I could save some time and just port that to OSX..

Anyhow..

1) Is there actually a scene file editor on any platform? If so what is it, where can I get it?

2) Is there one OSX?
