i have a scene where a character is talking on the phone to someone who's voice is being disguised electronically. what filters are best for making an audio track sound electronically disguised and weird but still clear enough to hear what's being said?

You'll need a pitch and time filter (focusing on the "pitch" adjustment) to raise or lower the voice. You can even layer a couple of duplicate tracks and blend one pitched-high and one pitched-low. Once that's done, to make it sound like the voice is coming through the phone, you'll need to use a parametric EQ to take out pretty much all the highs and lows. Roll off everything above about 1kHz, and everything below about 500Hz. Use that as a starting point and adjust until you get the sound you want. A little distortion (very little), if you have a distortion pulg-in, might help.

In Soundtrack Pro there is an effect called Vocal Transformer, and in the presets for this effect there is one called Disguise Voice.

It can be achieved in both- but it would probably be much easier to do what C2V said and use the Pitch filter in Audio Effects. Depending on your version of FCP and CPU the results can be played almost instantaneously. This way you don't have to export to another app and reimport. Just do it right in your timeline.
