With using the rotate tool under the perspective folder of video filters, i have the option to do fastest (linear) or best. My question is, is that just for preview? Will the two different options export the same quality wise?

My thinking is that what you see with filters is what you get on export- I don't think they can step up the quality.
I did take a look at the code, and to me, it looks like it will export with whatever option you choose.
(Overkill nerdy stuff following-)
I can't find any documentation on the code "filteredblitrect" which is rotating the video, but it looks like it's the same as "blitrect", but with an additional quality value at the end. I have 3 options- "Fastest (linear)" (Quality=0), "Normal" (Quality=10), and "Best"(Quality=20).

I'm pretty sure it's just for previewing, I think it defaults to 'Fastest' so you don't have to render the clip every time you do something w/ it in the timeline. Regardless it still has to be rendered before export as it will lose that light green line above it.
However before your final render just before export, you're going to want to go to your sequence settings, (apple+0), go to render control tab and change your 'Master Template and Motion Projects' Quality from Normal to Best.
**Also you don't have to use the EFFECT of Perspective>Rotate--you can just Rotate from within the motion Tab in the Viewer OR make sure your Image+Wireframe are toggled on in either the Viewer or Canvas and just bring your 'arrow' cursor to the side of the frame hold shift while rotating and it will snap into place every 45 degrees.
