Premiere can't do it. Not even Premiere Pro can do it. Sorry, I know that's not the answer you want to hear, but Adobe has chosen to not support 24P modes even in their latest versions.
If you want to edit 24P, you'll have to switch programs (i.e., you'll need to buy Vegas 4.0 or Blade 2.2 or Avid XPress Pro or Final Cut Pro 4).

both premiere and premiere pro can edit 24p, but they cant pull down 29.976 to 24p. so you have to use a program like dvfilmmaker (or somthing to do the pulldown) to convert you files to 24p first, then use premiere to edit the 24p files. in ppro set the project to video for windows @ 24fps. in premiere 6.5 you can use quicktime files at 24fps, or video for windows at 24fps.

Right -- forgot about that... you can convert the files using dvfilm.com's $95 Maker software, which (last time I looked) can convert a 24P or 24PA .avi file into a straight 24-frame Quicktime which Premiere can edit.

..dvfilmmaker can also turn 24p files back into 24pn or 24pa files in ntsc all without recompression.. quite a cool little program, but some of the other nles can do all that without any additional software. the nice part about dvfilmaker is that it actually drops the extra frames making the file size apx 20% smaller(also 20% less info for the cpu to process making it more available to run other things like color correction in realtime)..the downside is the extra time spent doing the conversion rather than the nle doing it in realtime. all in all , its a decent way to continue using premeire if you want.. i would personally like to see adobe start to hear the voice of reason, and make a plugin to make it 24p pulldown compatible. or at least add it in the next upgrade for ppro.

Then you gotta be near my age... once you get as ancient and rusted as I am, things like that start to slip... when someone asks, I have to actually calculate ("okay, born in XX, so 2003 - XX means YY, but it's before May so that means Z. Yep, Z years old.") It's absurd.
Reminds me of a Sherlock Holmes story where Watson said something about the earth revolving around the sun, and Holmes said "what are you talking about?" And Watson was dumbfounded that Holmes didn't know that. And Holmes said "well, now that I do, I shall do my best to forget it, for what does that have to do with me and my work? There's a limited capacity for information storage in this cranium, and I carefully manage what I choose to know so that I have the most useful information on hand at all times, and not clutter my brain with useless information such as whether the moon revolves around the sun or whatnot."
Holmes would probably take a firehose and a dozen Hefty Cinch-sacks to the contents of my brain...

lol.. i think if he saw in my head he would contort and hiss loudly and scamper off.
--ok so you reminded me of this holmes joke which should go in the cafe, but ill type it up her anyway..
so sherlock holmes and watson are camping to stake out some woods and watch for a criminal. and they ha to share a tent(now now..its not that kind of joke..) so anyway they were taking turns watching , and watchson fell asleep on his watch, and in the middle of the night they both woke up .. so sherlock says "quickly now watson ..what do you deduce?" watson sat up , and said " i see stars..and trees.. and the moon.. i think i saw an animal over there".. sherlock shook his head in frustration. ... watson looked puzzled and asked "what do you deduce mr holmes?" .. holmes layed back down and pulled the covers over himself again and muttered back "you idiot watson ...someone stole our tent.."
