Im looking for any info explaining step by step the workflow for making 24P DVD's from footage that was shot in 24pa mode using Premiere, Premiere Pro or other PC based software. (Note:I posted this question in the Final Cut Pro section of this site as well)

After alot of research the way I understand it as of now is I basically need to first remove the 2:3:3:2 making it a true 24P file and put it on the time line. Next I edit the footage how I want it. Finally, as usual, I create a MPEG 2 file (60i because I guess you can't play a NTSC DVD with anything but a 60i file) of the footage to burn on the DVD but this time I add something called "flags" into the encoding which some how signal the DVD player to play the 60i MPEG 2 file progressively at 24 fps.

Correct me if Im wrong and if you have a link explaining what "flags" are, what they are doing and exactly how to add them.

Thank you ahead of time.

As far as I know, In Premiere, you can't do the 24P pulldown removal. *You need to use a program like FCP4 or Vegas to to that, Premiere only captures DV and edits DV (meaning 60i material). *If you use another program that can remove the pulldown, you can edit it in Premiere, in a 24p Video for Windows timeline, and then (again, as far as I know, I haven't done it) convert that to MPEG 2. *

Adversely, you could shoot in 24p Standard, and treat it as 60i video in Premiere, and make a 60i DVD (albeit one that was shot in 24p, with a pulldown applied)
