What's the best compresion setting?

Can anyone give any advice on the best compression settings for Final Cut Express for Vimeo and YouTube? It seems like I keep changing frame sizes and playing around with it, but everything is coming out pixelated! I'm not really sure what I'm doing wrong! I used these two settings but it's still looking very blurry and pixelated

H.264
Size: 16.9MB
Frame Size: 720x480

H.264 (Broadband Medium)
Size: 1.1MB
Frame Size: 320x240
