are any credits allowed at the start of the film? I see nothing in the rules...

We had some credits at the beginning of Survival. It seemed to work okay. I don't think there's any rule against it. You could probably have six minutes of credits and no footage if you really wanted to...

I was thinking of just one,,,,I can't see in such a short film to have many credits at all.
