Probably early 80's.

Cop vs Criminal.

But then a badder criminal becomes an issue, and the 1st criminal helps the cop catch him.

The cop then turns around and arrests the 1st criminal, not really apologizing for it, but...the feel of Jones arresting Ford, but this predates the Fugitive by a lot.

I have the impression that arresting scene was on the catwalks of a large space, possibly with HVAC tubes and such cluttering up the place, but...too many movies over the years, they all get jumbled up in my head.

It just bugs me now and again that I can't remember the film.

None at all. And I may even be wrong about the cop arresting the 2nd bad guy. The 2nd bad guy might have died. Fell to his death?

Made harder because I really don't know how much is the film and how much is in my head.

More "impressions". The 1st criminal was surprised he got arrested because he just helped the cop...thought the cop would let that other stuff he did slip by.

But if it doesn't sound familiar to anyone, being the the scene immediately following the big climax, I doubt it will be recognized. :(

I think I know what your talking about but I cant remember what it is.

Does it end with the 2nd bad guy falling and then the first one gets let go because he saved the cops life? Something like that...

Falling sounds good. Sounds probable.

But the 1st doesn't get let go...I don't think. Reluctantly arrested.

The IMDb synopsis makes me think No. I'm sure I must have seen it, but I don't remember enough to say definitely No...or Yes.

Midnight Run doesn't sound right at all...can't swear I've seen it, though, so just going by IMDb's synopsis.
