I got my hands on Main Concepts MPEG Pro HD:

Which is working great for me in CS3. I don't know if there is a scalable quality output like with AVISynth, I'm guessing there is. Either way the footage looks great in Premiere and there's no skipping of frames. However after applying some filters it does lag more than if i transcoded to DVCPro.
They have a trial on their website if you want to check it out. It might tide you over until CS4 is out with native support for AVCHD.
