I'm getting no where asking the working jails to help out. Does anyone in Austin know of a jail, either working or a museum or even an old ghost town?
Any leads would be appreciated.
A lot of old county jails were turned into museums when modern facilities were built. Check out the Milam County Jail Historical Museum and see if they have something that will help. A quick google search might turn up others in the area. It might be a schlep, but you can probably find one of these old museums who will be willing to help. Mention the free publicity they'll get. Actually, check the rules about giving publicity. But I think a mention in the credits is OK.

Have you tried contacting the Texas Film Commission?
I'm sure they could give you info on any available locations.
Alternatively the Austin Film Society may have some information or resources you can use.
(though they're probably pretty busy over there with AFF coming up).
