Confused about the recording modes

Panasonic's information talks about the 720p recording modes, but also lists this information about the modes

# PH - 21 Mpbs (1920x1080) -- Highest Quality Setting

# HA - 17 Mpbs (1920x1080)

# HG - 13 Mpbs (1920x1080)

# HE - 6 Mpbs (1440x1280) - Perfect for Long-form Recording

I don't see 720p listed above. I've numerous things about PH being the highest quality with 3 hours of record time on the 32gb card. PH mode is 1080. But what if I want to record the highest quality 720p? Wouldn't the lower resolution allow for more recording time?

That's what is confusing me. Is there a 720 version of PH mode?

3 hours on a 32GB card. All PH modes record the same duration.
