Just got a DVX100A and want to look for a cheap cam to use for transferring footage to pc.
Any recommendations? Anything I should watch out for if buying a second hand one?

Make sure you get one with both DV (firewire) in/out and analog in/out. Or at least analog out. This way it can be an interface between your editing PC and a TV. This is a huge help during editing. At least, it has been for me.
I got a pretty good deal on a Panasonic MiniDV camera. I like the Panasonics.

If you transfer DVX footage on a cheap miniDV cam like a 4 megapixel cam would you loose quality upon transfer?

Nope. We do it all the time. The information is in digital format, so it doesn't care what camera it's played back on.

Saw some in the shop for around €140, however did a search on ebay for "miniDv" and found some really cheap ones on for around €50, doesnt say if it takes miniDv tapes though, just says its DV...

since you have a panasonic i would recommend any of the pv series that are available at best buy for around a couple hundred now and are native 16x9 AND themselves take GREAT video. btw, they cut well side beside the dvx100b although obviously the dvx takes better images but just saying that they cut well with them as a second camera if on a tight budget for a b roll cut away.
