Use After Effects and the clone tool.

If the actor is moving, you will have to do a motion track. I would take a frame of the video with him looking right at the camera, use the healing brush to fix it, cut out and copy only the area you need, put a layer mask on it so soften the edges a little, do your motion track and put your Photoshop fixed layer.

The only real problem with the clone tool in After Effects it is is a pain in the ass to get it to follow a track and does not move on its own. You would almost have to rotoscope it. But Tommy has the right idea.

See, that's why I don't do motion stuff... Strictly Photoshop for me...

how long would a ten second shot take to touch up?

should I just reshoot?

Actually, I have used the clone tool more times than not for video footage. It's great for still video removing wires, lense flares. and if you have nice slow and even pans, it's faster and just as effective as my method.

But if its an actor, I imagine the movements would be more dynamic, hence the method I suggested.

Ive used both, and gotten great results each way.

Should you reshoot? If you want, again, depending on what is going on in the scene. But if you have a really nice performance or if the actor can't work it again, fix it in post.

Personally, I would try and do a reshoot and save yourself some hassle.
