low bitrate question

i was curious as to see what dvx footage looked like rendered at a lower bitrate in mpeg2 dvd arch (best setting). i usually render at 8, 8.5 constant BR. so i used 4.2 constant BR instead and they look almost identical. would i notice a difference in quality in say a more actiony sequence or more fast past instead of basic people and cars running/drivin around? cuz i know thats how variable BR works basically

You would definitely notice a difference with more action. As long as there are enough bits to cover the changes the image looks pretty good. It's when lots of things change that the image falls apart quickly if there aren't enough bits to encode all of the changes.
