A vector graphics program is the best for this.

if you've got money:
1. Adobe Illustrator is a good one (the best, but not for the faint of heart) (http://www.adobe.com/products/illustrator/)

2. CorelDraw (http://www.corel.com/servlet/Satellite/us/en/Product/1191272117978)

and if you don't have money the FREE best option is:
1. Inkscape (http://inkscape.org/)

I would second Inkscape, it is a very capable app for the price. Photoshop is also good, but there is a free app that is similar, but I can't remember the name.
