Hey there. I'm just starting to figure out photo shop and i never know what size to make a project when starting something new. I usually select the default settings. Are there any rules to follow on that?

all depends on what you are doing. If you are making posters for print then you will want a very high resolution (2'x4' at 400DPI which translates to a very high resoltuion maybe 4,000 x 8,000 pixels) if you want to make stuff for DV then there is already preset for 720x480 pixels (@ .9 or 1.2PAR). If you simply want to edit an existing image that is on your clipboard then you can use the defualt setting which automatically conforms to the resolution of that image.
