DigiBeta for Film Fest

I'm not sure which forum to post this but I have an HD short shot at 1080. I am submitting it to a festival which requires a DigiBeta version for the show. My first question is

1) That's lower quality than HD, correct?

and

2) What is the process to get a DigiBeta copy?

I have someone that is willing to Online my short (DVCPro HD tape) for a course she teaches. As long as she is doing that is it easy to get a DigiBeta tape out of it?

There isn't a lot of time between acceptance and getting the DigiBeta tape to them so I need to know what to do before that.

DigiBeta is Standard-Def.

You can probably contact a dub house/video transfer facility to see if they've got the ability to make a dub for you. Or, if you can find someone with a digibeta deck, you can transfer from your camera to the digibeta deck through the component connections.
