Tripod Head Help

I was given a tripod head a while ago, but I have never used it. I was wondering if anyone knows what kind of head it is, and what legs would be compatible. The only thing I know is that it says Libec on the front and MSE on the side.
Sorry, I'm not very familiar with decent tripods.
