broken TV effect

Hey everybody, i've recently been seeing an effect around and haven't been able to track down how to do it. Its a distorted broken looking tv-ish effect.

I recently saw it in this post ( http://www.dvxuser.com/V6/showthread.php?t=130884 ) by suspectx. its used throughout the video but its used a lot in the beginning. any advice or help would be much appreciated.
